WHAT IS THE DIFFERENCE BETWEEN CONSTRUCTION SUPERVISION AND OWNER’S SUPERVISION?
The terms construction supervision and owner’s supervision are often confused or thought to mean the same thing under different names. However, there is a clear distinction between them.
Construction Supervision
Local authorities carry out construction supervision within their administrative territory. They ensure compliance with construction-related laws and regulations and issue official directives when necessary. A homeowner typically interacts with construction supervision when applying for a building permit. The local authority checks the compliance of construction and measurement projects with requirements, verifies the existence of permits and approvals, and issues directives if needed. Construction supervision by the local authority also occurs when applying for a certificate of occupancy, often involving national regulatory agencies such as the Rescue Board or other relevant institutions, depending on the type of building.
Owner’s Supervision
Owner’s supervision is the responsibility of the building owner. For private homes, the owner can carry out supervision personally or hire a consultant to ensure the builder fulfills their obligations properly. The main task of owner’s supervision is to ensure that the work is carried out according to the project and that construction meets the required quality standards.
